AGENDA ITEMS


Two refund requests from the Commissioner of the Revenue were approved. Both requests qualified for reimbursement as a service-related disability for veterans.

Mr. Benkhala read a conflict of interest opinion from the Commonwealth’s Attorney, which stated that though the information submitted by Mr. Garber showed no conflict of interest with his relationship with an investor in Cave Town Properties LLC, to remove any doubt, the Commonwealth’s Attorney suggested that Mr. Garber abstain from participating in the Weyers Cave Library lease consideration. Mr. Garber stepped down from the dais for the ensuing library business.

The lease is still being negotiated and is contingent on the County Attorney’s review. The Board approved proceeding with the lease agreement as negotiated by the County Attorney. The space, an old storefront, will include the library, office space, a meeting room and restrooms. The term is for 5 years with an option for two 5-year renewals. $15,000 from the North River infrastructure account was approved by the Board and will go towards improvements to the property that will be included in the lease.

MATTERS BY THE BOARD


Mr. Seaton offered prayers for US troops, the general assembly, and for the deputy injured in a recent crash. He also offered congratulations to county football teams, players, their families, and school administrators who supported their efforts.

Mr. Morelli added congratulations for recent volleyball successes.

Mr. Wells mentioned the sportsmanship commendation received by Stuarts Draft HS from the officiating staff of championship game, an acclamation that is as important as their athletic accomplishments.

 

MATTERS BY STAFF


Mr. Fitzgerald asked about livestreaming the regular meetings and the Board approved. Livestreaming will begin with the next meeting on January 22.

IPads used for county business will be given to any Board members who would like one.

The County legislative day will be February 4; this is a day to meet as a board with our legislators in Richmond.

The Lewis and Clark Trail / Eastern Legacy Trail has proposed stops in Augusta County. The group would like the Board to support this effort with a resolution, which Mr. Fitzgerald can work on and bring before board at the next meeting. Mr. Shull thought there was a previous resolution of support.

The same Lewis and Clark group would also like a resolution of support for the Natural Bridge State Park in Rockbridge County to receive state funding. The Board declined to support the resolution.

A GoVirginia grant for an industrial hemp study through JMU is for the Board’s consideration. The research will focus on studying the economic landscape, profitability and return on investment of the hemp industry; collect agriculture data; and share information through a newly created web portal. Many counties are contributing to the effort, including Bath, Highland, Page, Rockbridge, Rockingham and Shenandoah. Staunton will be considering it at the next meeting. The Board decided to discuss it further at the next work session.

Hosting another job fair at Expo was discussed. About 400 people attended the last fair, and about $3000-4000 was spent for advertising. All major local and regional employers were there and some jobs were offered on the spot.

The next meeting on Jan 22 will start for the Board at 6 pm so that they can meet the school board members.
