Stuarts Draft Small Area Plan
The Stuarts Draft Small Area Plan (2019-2039) is a localized update to the Comprehensive Plan Update 2014/2015, specifically for the Stuarts Draft Area. Over the last 2.5 years, citizens, advisory committee members, county staff, and elected officials have worked collaboratively to determine a vision for the Stuarts Draft community, define future land uses, study and recommend various bicycle and pedestrian infrastructure improvements, and develop a wide range of goals, objectives, and policies, across various community themes, all aimed at building on the community’s outdoor recreation and economic assets and close-knit community feel.
November 2019 Commission-approved Plan
A public hearing was on November 12 at the Planning Commission meeting. The meeting originally scheduled for November 26 at the Board of Supervisors meeting was cancelled to give the Planning Commission time to consider comments. The Stuarts Draft community’s estimated population of 11,518 residents is expected to grow to 13,818 over the next 20 years.
The Stuarts Draft Small Area Plan produced the following highlighted changes to the Augusta County Future Land Use Map for the Stuarts Draft community:
- Creation of a Recreational Business future land use designation: This category provides for business development on a limited scale, within close proximity of important natural resource recreation opportunities. Businesses developed in this area should support and/or enhance the natural resource attraction and provide amenities to those accessing such recreation, whether tourists or community members.
- Village Mixed Use designation for historic downtown Stuarts Draft: This category encourages the adaptive reuse of existing structures, as well as infill development conforming to the existing or historic development pattern in the community.Increase in Urban Open Space to reflect conservation easements or state owned property for conservation and recreation purposes.
