Definition of Contractual Program Instructor
All contractual program instructors (called “instructors” in this guide) work with us through a mutual agreement. A Contractual Instructor Agreement will be renewed every two years. Instructors are not regular employees of Augusta County. They are independent contractors, which means they do not receive insurance, sick leave, vacation, retirement, workers’ compensation or other benefits given to Augusta County employees. However, instructors still represent Augusta County while teaching and are expected to act professionally and follow high ethical standards.
Program Proposals
Instructors must outline all details of the program they want to teach and submit a completed Program Proposal Form. This may include instructor qualifications, a detailed program description with goals, set-up and clean-up information, materials the instructor will provide, materials needed from participants or the department, and the type of space required.
A parks and recreation staff member (called “ACPR Staff” in this guide) will be assigned to each instructor. They will help finalize program details, check availability and arrange scheduling. All program details must be approved by ACPR Staff before the program begins. Any changes after the first program must also be reviewed and approved before being used.
Instructors may choose the days and times that work best for them. If the proposed schedule conflicts with another program, ACPR Staff will help find another option.
Minimum Qualifications
Instructors must be at least 18 years old and have experience related to the program they want to teach. A background check is required before the program begins and will need to be updated every three years.
Facilities Available
We have several spaces at the Augusta County Government Center in Verona. There are also open green areas in our parks. The best location depends on the type of space your program needs.
Fees and Payment
We try to keep program costs reasonable for participants. Each program will have an agreed-upon fee per person. Instructors are paid after the program is finished. Taxes are not withheld from payments. Instructors who earn more than $600 in a year will receive a 1099 tax form.
Program Marketing
Augusta County Parks and Recreation publishes three Activity Guides each year. These guides list all programs, trips and events for the season. We also use social media and a monthly e-newsletter to promote activities. Instructors are encouraged to help advertise their programs, including through social media, with prior approval from ACPR Staff.
American with Disability Act (ADA)
Instructors may not discriminate based on race, color, sex, religion, national origin, age or disability. The department follows ADA standards, meaning reasonable accommodations must be made for anyone who wants to participate. If a participant needs assistance, ACPR Staff will work with the instructor to make a plan.
How are activities selected?
Our Recreation Manager and program staff review all proposals. They consider many factors but aim to choose programs that meet a community need and offer unique opportunities. Our goal is to offer activities that help people explore interests, stay active and learn new things.
When Will I Hear Back About My Proposal?
If your program is selected, ACPR Staff will contact you within one month after the seasonal deadline. You will meet in person to discuss program details, scheduling, your background and the department’s expectations. You will also receive required paperwork, including a Background Check Release Form, W-9 and Contractual Instructor Agreement.
